RPAB-EV approves small livelihood sub- projects under PRDP

TACLOBAN CITY- The Regional Project Advisory Board (RPAB), a body which provides guidance, reviews and approves subprojects for funding under the Philippine Rural Development Project (PRDP), unanimously approved and correspondingly endorsed 13 small livelihood subproject proposals for funding under the project. This, however, is subject to the compliance by the proponents of the findings and suggestions by the RPAB during their evaluation.


In a meeting held on March 25, 2015 at the Leyte Park Hotel, this city, Department of Agriculture-8’s Regional Executive Director and concurrent RPAB chair Bernadette F. San Juan lauded the proponents of the livelihood sub projects, “These proposals may likely be funded under the PRDP,” she said. The livelihood subprojects proposed ranges from livestock and poultry production, organic fertilizers, and root crops production as well as, aqua culture and fisheries.


These proposals come from the following cities/municipalities: Tacloban City, Alangalang and Isabel, all in Leyte; Maasin City, Bontoc, Malitbog and Silago, all in Southern Leyte; Quinapondan and San Policarpo, both in Eastern Samar; Calbiga, Samar; Allen and Catarman, both in Northern Samar.

“SLP is actually a window under the PRDP especially meant to provide livelihood assistance for the farmers and fisherfolk whose livelihood were affected typhoon Yolanda and the earthquake in Bohol,” San Juan clarified.


The total funding support which could be provided for each sub project proposed under the SLP may reach up to a million pesos. There is however a required equity from the proponent group which consists 20 percent of the total cost of the proposed enterprise sub project. Dir. San Juan however, hinted, “This equity may be in -cash or in –kind.” (PR)

USAID honors PH as champion in the global fight versus TB





MANILA- On March 24, 2015, in recognition of World TB Day, Embassy Manila’s U. S. Agency for International Development (USAID) will honor the Philippines Department of Health (DOH) for its achievements in the global fight against tuberculosis (TB), which annually kills 27,000 Filipinos and 1.5 million people worldwide. Philippine Ambassador to the United States Jose Cuisia Jr. will accept the TB Champion award on behalf of DOH at a ceremony to be held in Washington, D.C.

At a local counterpart awarding ceremony celebrating World TB Day on March 23, 2015 in Batangas City, DOH Secretary Janette Garin accepted the TB Champion award from USAID/Philippines Mission Director Gloria D. Steele.

“The United States is a proud member of the global partnership to eliminate this disease, improving access to life-saving drugs and giving people the chance to live healthy, productive lives,” remarked Director Steele.

The TB Champion award recognizes the Philippines’ outstanding work in the fight against TB. Adopting proven TB care strategies and innovations, the DOH successfully scaled up quality treatment of multidrug-resistant TB and expanded coverage and treatment of adults and children suffering from TB. These efforts have enabled the country to achieve – three years ahead of the 2015 deadline – the Millennium Development Goal targets of reducing by half TB prevalence and mortality rates relative to the 1990 baseline.

The local World TB Day celebration also witnessed Johnson & Johnson’s ceremonial turn over to USAID of its donation of bedaquiline, the new drug in the arsenal to fight multi drug-resistant TB. The drug donation, made available through a memorandum of agreement forged between USAID and Johnson & Johnson, will enable the Philippines and 99 other low- and middle-income eligible countries to access the life-saving drug for free under certain conditions.

USAID supports the DOH National TB Control Program to strengthen TB case finding, ensure cure through completion of treatment, and enhance the quality of TB care from prevention to cure. As one of just four Partnership for Growth countries in the world, the U.S. government works closely with the Government of the Philippines to improve the health and productivity of Filipinos to accelerate inclusive growth and advance prosperity and stability throughout the nation. Archbishop Du: Fallen 44 point to peace

This writer envisions this to serve as another viewpoint among faithfuls in contemplating over the sad fate of the 44 members of PNP-SAF brutally killed in a heavy gunfight with MILF, BIFF and private armies in Barangay Tukanalipao, Mamasapano, Maguindanao on January 25, in the words of Archbishop Du).


PALO, Leyte, Feb. 3, 2015 -– If they should be remembered for one thing, the SAF44 should bring to mind the urgency of finding better ways to peace in Mindanao, said a prelate during a Mass celebrated in memory of the forty-four members of the Philippine National Police-Special Action Force (PNP-SAF) who were killed in a clash with rebel groups in Mamasapano, Maguindanao on Jan. 25.

“The heroes of Mamasapano may be gone before the eyes of this world, but their legacy of courage remains in our hearts and minds in order to inspire us and make us build communities founded in love, in unity and in mutual respect,” said Palo Archbishop John Du during a requiem Mass for three of the 44 fallen police officers held recently at the Regional Office of the PNP in Camp Ruperto Kangleon.

“[Their death is a] signal for all of us to find more effective ways to peace, and to defend with more eagerness our right to live without fear,” he noted.Right to live without fear

According to the prelate, “the Heroes of Mamasapano have fallen like that precious ‘grain of wheat’ Jesus speaks of.”

He added: “The 44 members of the Philippine National Police Special Action Force are honored by the whole country because of their courage. And their courage has made them face even the fear of dying any moment during that night because they believed that courage was all they had in order to stand for the greater good they wanted to serve.”

Although all the fallen cops were hailed by the Filipinos as heroes, Du agreed with Col. Danilo Pamonag of the Philippine Army’s public address, that the men and women in uniform, the Filipino soldiers, the policemen and policewomen, “don’t claim to be fearless”, but that they “can only stand courageous.”

Commended to God

“We are mourning the death of modern-day ‘heroes’. And heroes are not fearless people. Although courageous, heroes are men or women who also have a fear of one thing. Heroes fear they might not be giving enough even if it is already their best,” the prelate explained.

Du also called on the faithful to commend to God the souls of the policemen who died in said tragic incident in Mamasapano.

Finally, the prelate in consoling the bereaved loved ones of the dead SAF members uttered these Biblical words: “The hour has come for our brothers to leave this life. “All -out war…?”





The reaction of our people relative to the massacre of our PNP special action forces in Maguindanao is understandable, a normal reaction of “all out war” against those identified we call break-away groups of these Moro Islamic Liberation Front.

Forty-four specially-trained police force, the elite group of fighting men of the Philippine National Police lost their lives in this mission to arrest two international terrorists – Zulkifli bin Hir alias “Marwan” and a Filipino Abdul Basit Usman. It is the highest death toll in a – single encounter in recent history of the country’s security forces. Marwan is a member of the central command of the Indonesia-based terrorist group Jemaah Islamiyah. He was suspected to have been behind the bombings in the country and other parts of the world.

So “all- out war” against Muslim rebels would be the right response? That’s fair, it seems. However, we have to wait for the decision of the national leadership. “All -out war” was implemented by deposed President Erap Estrada in his time but it created tremendous damage to our peace-loving innocent countrymen, what is worse is peace and order remained elusive. It is therefore proper that a better strategy be employed. One of which is Congress should pass the Bangsa Moro Basic Law soonest albeit a review and further study of its provisions should be done to faithfully fit in into our long-desired unification with Muslims to become active participants in national development and eventually be beneficiaries in the implementation of our national vision for complete peace and progress of all.

Meaningful

People are boggled with so many questions that could hardly find apt answers. The various incidents that hit our lives, our communities and our nation had brought more questions than answers that we had long been in search for. We find varied meanings in everything that happened as we reflect and ponder for the message that come to us. The different meanings could be due to our individual differences, the varied backgrounds that we have and the experiences that we have gone through that affect our views and perceptions of things.

We hear various tales and experiences in our encounter with Pope Francis who courageously fulfilled his mission to visit our region and dwell, albeit fleetingly, with us, the victims who survived super typhoon Yolanda. The tropical storm had been forecasted as coming to the region in time with the Papal visit. All preparations had factored in the occurrence of a heavy downpour, strong stormy winds and a cold breeze that could put pilgrims and all those who would go out to meet and witness Pope Francis in person, sick.

It was the weather forecast that alerted organizers and pilgrims to be prepared with raincoats as umbrellas are banned to rid obstructions that would cover the view of Pope Francis. There were hospitals and clinics at the Tacloban Airport where the Papal Mass was set to be held. The makeshift altar, choir riser and media bleacher were erected to serve the purposes for which such structures were built.

There too were steel structures to elevate huge speakers of the sound system that served entire activities in the area that culminated in the celebration of the Papal Mass. But more than the functionality, structural soundness and safety may have been overlooked in the preparations. For over a year since super typhoon Yolanda struck us to ground zero, it came into every survivor’s consciousness that structures must be built structurally strong to withstand typhoons. It is unfortunate that people may have not given ample consideration as to strength and safety in the structures at the Papal Mass area.

The lapses in the preparation caused problems that pilgrims patiently endured as part of the ordeal and sacrifice. Some areas outside of the concrete pavement on the airport apron, portions that were muddy and could not allow pilgrims to stand on, much more sit, squat or lie on, were unmindfully included as part of the quadrants, by whoever were tasked for that physical planning and preparation.

There too were people who suffered illnesses due to the cold downpour that soaked their bodies for hours, but could not be conducted out of the area due to strict policies that do not even allow ambulances from leaving the area even with enough time until the arrival of the aircraft where Pope Francis was.

And all ended in that tragic accident that crushed to death a young volunteer for the Papal Visit, a worker of the Catholic Relief Service, due to the collapse of a steel scaffolding that could not withstand the onslaught of strong winds as typhoon Amang hit the area. The bereaved father displayed his faith when he told Pope Francis that his only child Kristel died a meaningful death. True enough, the meaning of that death is in people as the dictionary would only give us its definition.

“Break-away” as a strategy?”

Flashback: If memory serves right for this senior citizen columnist, the Muslim issue or at times called the Moro problem has been an un-extracted thorn in our national life. When the GRP-Moro National Liberation Front (MILF) agreed to a ceasefire- but unconvinced of the process some MNLF members broke away and organized the Moro Islamic Liberation Front (MILF) and when later the MILF has also agreed to a ceasefire, Bangsamoro Islamic Liberation Front (BILP) was born. So, should it be an “all out war” the strategy that President Erap did? I say not yet: We knew what happens in an all-out war strategy. President Erap did it and peace continues to elude us.

In spite of the brutal loss of 44 PNP Special Action Force I still salute the commander Police Director Getulio Napenas for one thing- instead of passing the buck he bravely assumed responsibility for such ill-fated outcome in their mission to arrest international terrorists – Zulkifli bin, Hir, alias Marwan, a member of the al-Qaida which is linked to Jemmah Islamia believed to be an international terrorist group and a Filipino Basit Usman. More on this in my next column.

Well let us pause from here. As I was writing this, over a week ago today, so many things could have already been done for the bereaved families of these 44 Special Action force, our new heroes.

Commendable: This is something that not every Leyteño knows. Sangguniang Panlalawigan Members who represent their respective districts in our provincial government are provided Socio-cultural fund allocations from the office of the Governor that is equally distributed to all SP members. It’s P50,000 annually. And they can still ask for more depending upon the urgency of such needs in the districts.

Board member Mimmiette Bagulaya aside from assistance for sports and fiesta celebrations in her area of representation, she has lately purchased floaters from the funds. She has at the moment 50 of these floaters for distribution. These floaters will be used during floods for endangered victims during natural calamities especially floods. Very Practical and timely as we a re always visited by typhoons and floods join the destructive fray.

In the case of SP member Atty Nico Villasin, he has used these funds, again aside from this assistance for sports and fiesta celebrations he bought worth P250,000 of medicines placed in utility boxes that were distributed in schools and barangays. He distributed these medicines via a raffle draw among the Association of Barangay Chairmen members because it would not be enough for all the 501 barangays in the district.

SP Member Bagulaya further shared info that all her fellow SP members also spent their allocations to benefit residents of their districts. I had no chance to see them.

We commend Governor Mic Petilla for this. It is a sign and indication that he is aware that he would not personally know all what the districts need so he allowed Sangguniang Panlalawigan to assume this role. It is humility at a high plane and a show of trust the governor has for the SP members.

Breach of rules

Forty-four members of the Philippine National Police – Special Action Force perished in an eleven-hour cross fire with the Moro Islamic Liberation Front in Mamasapano, Maguindanao. As expected, top honchos of the PNP much less officials in Malacañang Palace denied having anything to do with the police entry into what is reported as camp of the Moro Islamic Liberation Front. Wash hands is how this gesture of the bigwigs can aptly be called, but the people who could simply surmise what must have actually happened cannot help but pass the blame on those in the higher echelon of the PNP.


Too many theories surmounted, too many angles of these stories to consider, but none as yet could prove the real happening. The eyewitness account is so far the best evidence to attest the veracity of these assertions. Circumstancial evidences can buttress these accounts to make them even more convincing and infallible. Definitely, the truth will come out, unless supressed by an invincible force or influence.


Was there really a breach of rules that resulted in the long battle? Was there a breach of protocol alleging a lack of coordination or treachery in either side? Was there a breach of the unwritten agreement to reapect each other’s territory and that any surprise attack will be dealth with no mercy? Whatever the answer is one thing is definite – breach of peace.


Maguindanao is still reverberating the popularity as site of a massacre that wasted the lives and dreams of 59 innocent souls, largely newsmen. The gory and strongly detedtable killing that happenef in Shariff Aguak this province in November 2009 remains fresh in people’s mind. Now this incident in Masasapano town, this province, that shocked humanity anew. The PNP-SAF men, almost a battallion, were pushed into what analysts call a killing zone – right in the crossfire between the MILF and the Bangsamoro Islamic Freedom Fighters. The victims ended like sacrificial.lambs just to push some kind of cause that hopefullynis now laced with ulterior motives.


Their death should not be laid to waste. All those who erred should have their heads axed and roll, not physically though. The truth must come out and those responsible for this unimaginable bloody incident should be made to answer for their follies.

VP Binay’s presidential dream slowly crumbles!

Vice President Jejomar Binay’s dream to become President of the republic has become just like that…a dream. The several exposes of alleged grand scale corruption attributed to him have already sipped into every Filipino psyche that reads, listens and peruses information given by media outlets.

The exposes are like polluted stinking brooks and rivers that flow unimpeded. They effectively emit foul odor to our minds and our sensibilities that disturb normal thinking endlessly, simply because these exposes are so serious and unbelievably so long and widely encompassing a scenario and in the end taxpayers appear so visibly short-changed.

To review: these alleged crimes involve overpricing, kickbacks from all infrastructure projects in Makati. The Vice President is also suspected to own a 350 hectare- agricultural farm in Rosario, Batangas, and an ill-gotten wealth, hence his employment of a dummy. And the most nauseating crime, if true is the kickback that the Vice President is accused of a P200 million in the Boy Scout of the Philippines and the Alphaland deal. Nauseating in a sense because that Boy Scouting is a government organized entity that aims to develop integrity, honesty, patriotism among other values being instilled in scouting. If proven, sobra na talaga.

Certainly, except for the Binay lapdogs, people believe these accusations as true because the Vice President has not appeared in all the Senate hearings of the Blue Ribbon Committee. His defense is that he explained all of these in public fora where he is invited to speak. In these gatherings of course, there were no credible open forum.

The Vice President has to credibly refute all the above charges and by doing so certainly public opinion will definitely change to positive in his favor and in the process Jejomar Binay can or will be the elected President of the Republic of the Philippines.

Why is he afraid if they are not true, is the $64 question.

Usa sa upat ka mga biktima ang gipa um-om pa sa wa matinong kalibre sa pistola ug gipugos pag dala ug gi detain sa opisina sa CSU sa daan nga city hall.

Ang mga biktima mao sila si Landy Pamador, taga Kananga; Fernando Panta, usa ka CSU; Julieta Tauban, LGU utility sa city stage comfort room ug si Gelma Perez, tinun-an sa Sto. Nino College.

Ang biktima nga si Pamador naabot sa dakbayan kay nangita og trabaho ug sa city stage natulog kay walay kabanay ning dakbayan

Matod ni Pamador, alas 2:30 ganihang kadlawon samtang siya natulog sa city stage kalit kini nga gipukaw ni Seledio ug mga batos kay pakanaugon.

"Wa dayun ko monaog kay gialimungawan pa ko, lami na gud to ako tulog" matod ni Pamador.

Sa kalit lang, gibanyakan ang dughan ni Pamador ug gipa um-om pa sa wa matino nga kalibre sa pistola.

"gibanyakan akong dughan, unya gikumot akong buhok unya iyang gipakaon nako ang sumbohan sa pistola" matod ni Pamador.

Saksi usab si Pamador sa dihang gisagpa ni Seledio ang biktima nga si Perez sa unahan nga bahin sa iyang nahimutangan.

"Gibadlong to niya kay saba daw ang motor unya giingnan to siya sa babaye nga unsa diay problema sir?, iya (Seledio) man gisagpa" suma pa ni Pamador.

Gikan sa city stage, gibinaklid si Pamador ug gipugos pagdala sa opisina sa CSU sud sa daan nga city hall sa wa mailhing mga batos ni Seledio.

"Kuyawan ko sir, kaingon ko nga basig tiwasan ko ani nila, hantud karon kulbaan pako, lain gud ako paminaw" suma ni Pamador.

Dali naman nga nagpa blotter ang biktima nga si Perez sa police station 1 (PS1) ug niatubang niini si Seledio ug gikatakda nga mag abot pag usab sa PS1 karong adlawa.

Sa pagpauli ni Perez ug Seledio, laing duha ka biktima nga si Panta ug Tauban ang nidangop sa PS1 ug nag pa blotter batok gihapon kang Seledio.

Ang CSU nga si Panta nisugilon nga gisukmag ang iyang nawong sa maka upat nga higayon ni Seledio ug giparok pa ang ulo sa maka upat usab nga higayon.

"Hubog ma to siya, unya giingnan mi nga sige lang daw mi og katog" matod ni Panta.

Samtang ang biktima nga si Tauban nisumbong nga gisagpa usab siya ni Seledio.

"gi ingnan man ko niya nga ikaw nag unsa man ka diri? Unya mao to gisagpa ko niya og kalit" pasabot ni Tauban.

Alas 5 karong buntag gibuhian si Pamador gikan sa opisina sa CSU ug ulahi na nga naka pa blotter.

Si PSinsp. Rio Tan, hepe sa PS1 nagkanayon nga giabisohan niya ang mga biktima sa pagpa medical aron gamiton sa pag sang-at og kaso.

Wa pa usab makuha sa kapolisan ang giingong pistola kay ulahi na sila nakahibawo niini.

Sa karon, physical injuries ug serious illegal detention ang nahimong kalapasan ni Seledio.

Anti-paparazzi or anti-selfie bill?





Feared it to be prior restraint or a threat to freedom of expression and of the press, the popularly called “anti-selfie bill,” does not seem to get a smooth sail in the Lower House when it was remanded to the House Committee for further deliberation instead of winning the votes in the plenary. Had it not been for the media blitz that the bill sponsored by Rep. Rufus Rodriguez got, the bill could have been a law by now tracing on how fast the bill was passed in second reading, according to reports.


What could have cautioned the lawmakers in the Lower House is the people’s cry that enacting the bill is unconstitutional. This is besides the bare fact that the bill is unpopular with the Philippines dubbed as one of the countries across the globe with most number of internet browsers. Netizens yell “Foul!” Citizens journalism is another that will be hardest hit by the punitive sanctions of the anti-selfie bill should it finally become a law.


HB Nos 4807 and 3548 or the “Protection Against Personal Intrusion Act” effectively captured the attention of the public when they were labeled “anti-selfie bill” by Bayan Muna Representative Carlos Zarate. For this, the bill which swiftly was passed in second reading was returned to the House committee for further scrutiny or possible revision and drafting an improved version for approval in third final reading.


Selfie is what netizens call taking one’s self portrait anywhere, while “groupie” if with another or more companions.” These photos are usually uploaded in online social media network. There are television news networks that are encouraging citizens journalism by sending their photos and videos caught either by their devices or the CCTV to the news network for whatever purpose they could not unlawfully serve. However, some others call the bill as anti-paparazzi. Although not categorically unlawful in the Philippines for now, the paparazzi hobby is not acceptable to those who have some “sensitive activities” to hide from public knowledge.


The proposed measures seek to “promote and protect the personal privacy of every person by preventing intrusion for commercial purposes, and enjoining everyone to respect the dignity, personality, privacy and peace of mind of every person.” Is this not paparazzi usual does? They are the once that the bills intend to curtail and punish, as these prohibited acts in essence are what a number of paparazzi does. However, those who love doing selfies or groupies reacted. Why? Do they fear being covered by the punitive sanctions of the proposed law?

Truly, the bill has to be polished so as not to cut through the constitutional guarantee of a citizen’s right to freedom of expression and the constitutional right of freedom of the press. However, the introduction of these bills is also a warning to those who love to take selfies without regard to the privacy of people who could be captured by the camera lenses. Besides, who love to be used for one’s motive for profit or economic gain without his prior consent? This is what the bills purports to preclude.

Sunog sa Linao, Ormoc City





ORMOC CITY- Usa ka panimalay sa Block 10, World Vision sa Barangay Linao ang nasunog karong ala una pasado sa hapon.

Ang maong panimalay iya sa usa ka ginganlan og Rosemarie Conesa, 45 kinsa didto sa eskwelahan sa iyang anak sa pagkahitabo sa sunog.

Suma pa ni Senior Fire Officer 3 Roel Wenceslao nga, electrical short circuit ang tinubdan sa kayo.

Ala 1:40 gi deklarar nga undercontrol ang kayo ug pagka ala 1:50 gideklarar kini nga fire out.

Ang kabomberohan nagka problema sa kagamay sa karsada.

"Masulod man atong fire truck pero ang problema ug simbako modako ang kayo, mabutang gyod sa alanganin ang truck, lisud man ang pag backing" matod pa ni Wenceslao.

Gisumpay sumpay nalang sa kabomberohan ang ilang mga hose pasidung sa sudlonon nga bahin diin nahitabo ang sunog.

"Mga 200 meters ni atong bana bana nga gilay-on sa hose nga among gisumpay sumpay kay lisud man jud" suma pa ni Wenceslao.

Wa namay sub out ug fire hydrant ang maong lugar nga kakuhaan og tubig sa kabomberohan.

"Mao naman lang ako nabatian nga may nipaka unya nikayo na sa balay, mao to nga sigeg siyagit ako asawa nga tabang mo mao to nga binuboay dayun og tubig, wa na gani katuod ang uban og asa ang balde kay naratol nasab" matod ni Junior Teborcio Tanza, silingan ni Conesa.

Ang kabomberohan regular nga mobisita sa mga barangay aron sa pagtudlo kabahin sa pagpangandam ug paglikay sa sunog.

If you need more arguments than you can get from Talk Radio and Jerry Springer, heads up for Hey, Monkey Brain! - where all the usual suspects can be found. Star Wars or Star Trek? You're supposed to share your knowledge and expertise with the world, not use Hubpages as one more channel for spam. Or backlinks as the case may be.


The Hey, Monkey Brain! pages are a cute idea, and they seem to have all the normal options you find on standard forums such as adding RSS Feeds and selling stuff-though you don’t have to add anything other an opinion. The layout is pretty straightforward, you state your argument and then either for it or against it. Some of the topics are so silly as to have little or no participation, and since the whole things is pretty new, none of the pages seem to have too many comments.

Gov’t troop clashes with NPA rebels in Ormoc





ORMOC CITY-The government troops’ continuous efforts for peace and economic advancement resulted to a clash against around 20 members of New People’s Army (NPA) rebels identified as “Pingkoy Platoon” and confiscation of mines and combat items inside a camp at Sitio Nabunturan, Patag village, this city last week. Lt. Col. Nedy Espulgar, commanding officer of 19th Infantry Battalion based in Aguiting, Kananga, Leyte said the presence of the rebels in the area were tipped off by the villagers which resulted to a 30 minutes fire fight.


The government troops recovered three unexploded claymore mines, magazines with ammunitions and back packs with personal belongings and subversive documents inside the rebels’ camp.


The temporary camp occupied by the “Pingkoy Platoon” operating in western Leyte particularly in Ormoc, Burauen and Jaro can be reached by two-hour hike from the village proper that was said made of tents. It is believed to have been established after “Yolanda” that was not visible by aerial view.

Espulgar said “there will be no let-up in our support to the development programs that were introduced in the hinterland barangays of Ormoc, despite the Tuesday incident. We will pursue with our development efforts, especially in our advocacy on Land Bank’s sustainable integrated natural and organic mini farm program. But our troops are always ready should similar eventuality arises”, he went on. (ELVIE ROMAN ROA)

N. Samar DepEd chief reiterates “no collection policy”; opens classes in remote Allen schools





Allen, Northern Samar – Students who failed to give voluntary contributions last school year should not be forced to pay upon enrolment and it should not be used by teachers and school heads as reason for not releasing the school forms necessary for enrolment. This was clearly stated by Northern Samar Schools Superintendent Cristito Eco in his speech during the flag raising ceremony last June 2 in Cabacungan Elementary and High Schools, here. Very early in the morning, Eco travelled from Catarman town to these two remote public schools in Allen just to attend the flag raising ceremony which officially signaled the opening of classes. Teachers and school dministrators were surprised upon seeing the superintendent. It was the first time that a schools division superintendent supervised them in the opening of classes.


Eco also made it clear to everybody who attended the flag ceremony that the DepEd is strictly imposing the “no collection policy” upon enrolment. He also warmly welcomed the students and told them to encourage their classmates who were absent to report to school. He was also happy to see some parents cleaning the school campus.


Eco personally inspected all the classrooms and the schools’ premises to determine their readiness in accommodating the pupils and students. In his speech during the flag ceremony, he said that he observed that not all classrooms were ready. He was also dismayed to see pupils and students cleaning the classrooms and school campus. Eco reminded the teachers and school heads of the two schools that cleaning should have been done during the School’s Maintenance Week or Brigada Eskwela so that everything would be ready upon the opening of classes. Nutrition month theme focuses on disaster preparedness



CATBALOGAN CITY, Samar, June 27 (PIA)— The Nutrition theme this year, “Kalamidad Paghandaan, Gutom at Malnutrisyon Agapan," focuses on disaster preparedness that emphasizes the importance of nutrition in emergencies.


Nutrition in Emergencies refers to key nutrition services that are components of emergency preparedness, response, and recovery phases at preventing death and worsening of malnutrition in the affected population particularly among infants, children, pregnant women and breastfeeding mothers, and older persons.


The City Government of Catbalogan will kick-off its 2014 Nutrition Month on July 1 through a motorcade and a Launching Program at the City Plaza aimed at increasing awareness among families and individuals on coping and resiliency strategies to prevent malnutrition and worsening of nutritional status in times of emergencies and disasters.


During the recent City Nutrition Council Meeting held June 20, 2014 at the SP Session Hall, City Nutrition Action Officer Herminia Cabral shared that from being the top ranking city in the region for the underweight prevalence among 0-71 months preschool children in 2011 and 2012, Catbalogan City went down to number 2 following Ormoc City. This was according to a recent result of the 2013 Operation Timbang consolidated by the National Nutrition Council.




Catbalogan City was also ranked second to Ormoc City in Region VIII based on the ranking of magnitudes of cities/municipalities of the 2013 OPT among 0-23 months old preschool children.


On a national scale, the City was placed 14th among cities/municipalities with underweight prevalence among 0-71 months old pre-school children and 0-23 months old pre-school children, and ranked 31st among 0-59 months old pre-school children.


This news revalidates the continued efforts of the city in its nutrition programs in coordination with the different barangays and schools in conducting feeding programs, periodic weighing among children and continuous trainings among barangay nutrition scholars (BNS).


Meanwhile, other activities to be conducted during the nutrition month includes feeding program of the City Social Welfare and Development Office, Training on Risk Reduction among Barangay Officials to be conducted by the City Disaster Risk Reduction and Management Council (CDRRMC), distribution of honorarium counterpart of the city among BNS, distribution of seeds and Techno Demo to be conducted by the City Agriculture's Office, and others.
