ADDRESSING the 2015 graduates of the Philippine National Police Academy (PNPA) in Cavite the other day, President Noynoy Aquino finally took responsibility for the debacle that was Oplan Exodus in Mamasapano, Maguindanao last Jan. 25 that left 44 members of the Philippine National Police/Special Action Force (PNP-SAF) dead.
