5 towns declared manageable conflict areas, dev’t ready as Army continues peace efforts in Samar Island
TACLOBAN CITY, Leyte, March 23 (PIA)—With the Army’s unwavering peace efforts in Samar Island, another five towns in 19 remaining towns in Northern Samar have been declared as Manageable Conflict Affected (MCA) and Development Ready Municipalities (DRM) recently.
The municipalities declared by Provincial Peace and Order Councils (PPOC) were the towns of Lavazares, Rosario, San Jose, Bobon and Catarman all in Northern Samar.
Local officials and security forces signed the declaration on March 12, 2014 in a formal ceremony at the governor’s official residence.
All five towns were located in the mainland of the said province.
In line with the Internal Peace and Security Plan (IPSP) Bayanihan of winning the peace, the 8th Infantry Division (ID) has embarked in addressing the problem issues confronting the barangays that are considered as conflict affected and identify and address the primary issues.
It may be recalled, five years ago, the province of Biliran was the first in Eastern Visayas declared as insurgency free province on December 11, 2009 and two years after, Southern Leyte attained the MCA and DR Province on September 29, 2011.
On the same year, the province of Leyte was also proclaimed as MCA and DRM three months after Southern Leyte was declared.
On 2013, Philippine Army in region 8 started to gain and win the peace in the Island of Samar.
The province of Eastern Samar was the first in the island declared as MCA and DRP on March 26, 2013, seven months later, five towns in Northern Samar were declared as MCA and DRM.
The 8th ID officials, Regional Peace and Order Council 8 (RPOC8) and Northern Samar PPOC were hoping to attain its goal to achieve MCA and DRP before the end of this year.
According to Division Public Affair Chief Captain Amado Gutierrez, the8th Infantry Division was able to handover the Internal Peace and Security (IPSP) operations to the perspective provincial and municipal peace and order councils with the joint effort from the region’s and local stakeholders.
