Basyang downgraded to LPA; exits PAR - Sun.Star

MANILA -- Public storm signals were lifted as Tropical Depression "Basyang," which killed at least three people, weakened into a low pressure area (LPA) Saturday evening, and left the Philippine area of responsibility (PAR) early Sunday.
The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (Pagasa) said the LPA exited the country on Sunday after midnight.

In its 5 a.m. Sunday update, Pagasa said the northeast monsoon will affect extreme northern Luzon. The regions of Ilocos, Cordillera and Cagayan Valley will have partly cloudy to cloudy skies with isolated rains.

Metro Manila and the rest of the country will be partly cloudy to cloudy with isolated rainshowers and thunderstorms.
The state weather bureau said moderate to occasionally strong winds blowing from the east to southeast will prevail over Luzon and Visayas. Coastal waters along these areas will be moderate to occassionally rough. Elswhere, winds will be light to moderate coming from the east to northeast with slight to moderate seas.

Basyang claimed at least three lives in Cebu province, including a man who was on a motor banca that capsized off Poro, Camotes Island.
Nationwide, at least 18,131 persons or more than 3,300 families were displaced from their homes by the storm, said the National Disaster Risk Reduction and Management Council (NDRRMC). [Read the related story.] (Sunnex)
