ORMOC CITY, Philippines — The City Council, in its Thursday regular session, approved the release of P34.467 million as productivity enhancement incentive (PEI) for the city's 574 regular employees and 599 casual employees.
Qualified city employees will receive a maximum amount of P30,000, while others will receive lower amounts, prorated to their respective number of months of service rendered this year.
The funds were taken from un-appropriated surplus of P18.4 million from last year and the P16 million from personnel services savings.
The amount of the individual incentive was determined by the City Council, per Executive Order 80 issued by Pres. Benigno Aquino III on July 20, 2012, to "motivate higher performance and greater accountability in the public sector."

Should these "surpluses" not go back to the homeless/roofless residents of Ormoc?
