Nalzaro: NFA rejecting application of small retailers?

WHY is it taking long for the National Food Authority (NFA) 7 to grant permits for those who want to be retailers? Two staff members of DySS Super Radyo who applied to become retailers in May until now has not been given permits for reasons only the NFA knows. They have complied with all the requirements but every time they ask NFA people about it they are given the runaround.
