Barrita: An P11B failure?

A JAPAN International Cooperation Agency (Jica) consultant has predicted the failure of the Cebu Bus Rapid Transit (CBRT) project.
“I predict it to become an P11-billion failure, mainly for the institutional factors, less on technical aspects,” transport and traffic specialist Rene Santiago said.
That explains President Noynoy Aquino’s hesitance in approving the project.
PNoy even called it “an expensive experiment.”

Santiago, a civil engineer, made his prediction after reading the CBRT feasibility study prepared by the World Bank.
